تمديد فترة إعلان عطاء عام دولي
فحص وتقييم وتصميم المعالجات الضرورية وإعادة تأهيل جسر شمبات
يعلن السيد مدير عام الهيئة القومية للطرق والجسور ورئيس اللجنة الفنية بالقرار الوزاري رقم (6)
لسنة 2025م عن رغبته في تمديد عطاء عام دولي من مقاولين أكفاء ذوي خبرة وكفاءة في مجال
صيانة وتأهيل الجسور وذلك لتقديم عروضهم لفحص وتقييم وتصميم طرق المعالجة وإعادة تأهيل
جسر شمبات بولاية الخرطوم وذلك حسب الشروط التالية:
الشروط العامة للعطاء:
بضمان %2 من قيمة العطاء ساري المفعول خلال فترة العطاء يجدد في
1. يجب أن يكون العطاء مصحوباً
حالة تمديد العطاء و يكمل الى %10 من قيمة العطاء للفائز معنون باسم السيد / مدير عام الهيئة القومية
للطرق والجسور ويرد لمن لم يرسو عليه العطاء.
2 . شهادة تسجيل الشركة من المسجل التجاري والتقرير السنوي بإيداعات الشركة (ش7)
3 .الرقم التعريفي الضريبي.
4. شهادة من مجلس تنظيم مقاولي ألاعمال الهندسية.
5 .شهادة خلو طرف من الضرائب سارية المفعول بغرض العطاء.
6 .شهادة إبراء ذمه من الزكاة سارية المفعول بغرض العطاء.
7.شهادة تسجيل القيمة المضافة (VAT)
8 .استيفاء الدمغة القانونية.
9.السيرة الذاتية للشركة مع خبرة الشركة في تنفيذ الأعمال المشابهة.
10. قائمة بالعماله المخصصة للمشروع مع السيرة الذاتية للكادر الفني.
11. قائمة بالمعدات المخصصة للمشروع مع إرفاق شهادة توضح نوع الملكية للمعدات .
12. برنامج عمل مفصل مع تحديد فترة زمنية لتنفيذ المشروع.
13. تقديم شهادة بزيارة الموقع قبل التقديم يعتبر من المطلوبات الأساسية.
14. المواصفات القياسية للهيئة القومية للطرق والجسور هي المواصفات العامة للمشروع.
15.شهادة مقدره مالية من بنك معتمد .
16. ملئ الجداول المرفقة مع مستندات العطاء شرط أساسي لقبول أو رفض العطاء.
17. علي الشركة تقديم طلب الإستلام وثائق العطاء إذا كان المقدم شركة بين اثنين او أكثر أن يكون الطلب
باسم الشركه.
18. يجب أن تكون جميع المستندات المقدمة مكتمله وموقعه ومختومه من الجهة المقدمة.
19. يلتزم مقدم العطاء بصحة ودقة البيانات والمعلومات المقدمه .
20. يجوز لمقدم العطاء سحب أو تعديل عرضه بعد التقديم أثناء فترة سريان العطاء.
• المتطلبات الأساسية بالفقرات (4 ،5 ،6 ،7. 8) تنطبق على الشركات الاجنبيه.
• يحق للشركات الأجنبية سحب كراسة العطاء ويجب تقديم المستندات المطلوبة مختومة من
الجهات المنظمة للعمل ببلدانها وموثقة من سفارة السودان.
تستلم مستندات العطاء والشروط المرجعيه من رئاسة الهيئة القومية للطرق والجسور –
اعتبارا من يوم الإثنين ً الخرطوم – محلية كرري – حي الروضة – شرق مسجد ظلال القرآن وذلك
الموافق 2 يونيو 2026م وذلك مقابل 2,000,000 جنيه (فقط اثنين مليون جنيه سوداني لاغير) غير مستردة
أو بشيك معتمد باسم السيد/
دفع نقدا مدير عام الهيئة القومية للطرق والجسور مقابل كل كراسة عطاء، ً

• يقدم العطاء في ظرف مختوم بالشمع الأحمر مكتوب عليه عطاء فحص وتقييم وتصميم طرق
المعالجة وإعادة تأهيل جسر شمبات – والية الخرطوم.
• تقديم العرض الفني منفصل من العرض المالي وأن يكون كالهما مختوم بالشمع الأحمر .
• آخر موعد لأستلام العروض هو يوم الثلاثاء الموافق 11 أغسطس 2026م الساعة 12 ظهرا
وسيتم فتح العطاءات في وجود ممثلي المتقدمين للعطاء بعد إحضار تفويض أو توكيل لحضور
الفرز في نفس اليوم عند الساعة 1:00 بعد الظهر، وذلك برئاسة الهيئة القومية للطرق
والجسور – ولاية الخرطوم – محلية كرري – حي الروضة – شرق مسجد ظلال القرآن.
• على مندوب المقاول تقديم صورة من ضمان العطاء وإبرازه عند دخوله قاعة فرز العطاء.
• السيد مدير عام الهيئة القومية للطرق والجسور ورئيس اللجنة الفنية حسب ا لقرار الوزاري رقم (6)
لسنة 2025م غير مقيد بقبول أقل أو أي عطاء آخر.

The Director General of the National Highway Authority for Roads and Bridges, Chairman of the Ministerial Technical Committee No. (6) of the Year 2025, announces his need for qualified contractors with experience and competence in the field of bridges maintenance and rehabilitation in order to submit their offers to inspect, evaluate and design of Repair / Remedy works and rehabilitation of the existing Shambat Bridge in Khartoum State, in accordance to the following conditions:
General Conditions of Tender:
The bid must be accompanied by a tender security guarantee of 2% of the bid value valid throughout the bid validity period and extended in case of extension of the bid validity, which will be supplemented to 10% of the bid value for the winner in the name of the Director General, National Highway Authority for Roads and Bridges and returned to unsuccessful Bidder.
Company registration certificate from the commercial registrar and Annual Report (Form7).
Tax identification number.
Certificate from the Engineering Contractors Regulatory Council.
A valid tax Clearence Certificate for tender purpose.
A valid Zakat Clearance certificate for tender purpose.
Value Added Tax Registration Certificate (VAT).
Stamp Duty Compliance.
The company’s profile and the company’s relevant experience in implementing similar works.
A list of the labor’s workers allocated to the project, along with the CVs of the technical key staff.
A list of the equipment allocated to for the project, together with a certificate indicating the type of ownership of the equipment.
A detailed work program specifying a time period for the execution of project activities.
Providing a site visit certificate from Employer is basic requirement for participation in the bid.
The standard specifications of the National Authority for Roads and Bridges are the general specifications for the project.
Financial solvency Certificate from an accredited bank.
Filling out the all tables, forms and schedules attached to the bidding documents is a basic condition for accepting or rejecting the bid.
The company must submit a request to receive the tender documents, and if the applicant is a Joint Venture, and or a partnership between two or more, the request must be in the name of the partnership.
All submitted documents must be complete and bear the signature and official stamp of the submitting entity.
The bidder undertakes that all data and information provided are true, accurate and complete.
The bidder shall not withdraw or amend its bid after submission during the bid validity period.
The basic requirements in paragraphs (4,5,6,7,8) do not apply to foreign companies.
Foreign Companies are entitled to purchase the tender documents and must submit the required documents stamped by the relevant authorities in their countries and authenticated by the Sudanese Embassy.
The bidding documents and terms of reference shall be received from the Presidency of the National Highway Authority, Khartoum State, Karrari Locality Al-Rawda – East of Zilal Al-Rahman Mosque, starting from Tuesday 2nd Jane 2026 against non-refundable payment of amount of 2,000,000 SDG (only Two Million Sudanese Pounds) paid in cash or by certified check in the name of The Director General of the National Highway Authority for Roads and Bridges for each bid brochure.

The bid shall be submitted in an envelope sealed with red wax, on which is written a bid to inspect, evaluate and design of Repair / Remedy works and rehabilitation of the existing Shambat Bridge – Khartoum State.
Technical and Financial proposals should be submitted in separate envelopes, both sealed with red wax.
The deadline for receiving offers is on the day Tuesday corresponding to 11 August 2026 PM at 12 noon Khartoum mean time. Bids will be opened in the presence of representatives of bidders on the same day at 1:00 PM, headed by the National Highway Authority, Khartoum State, Karrari Locality Al-Rawda – East of Zilal Al-Rahman Mosque.
The contractor’s Tender representative must present a copy of the bid security guarantee and show it upon entering the tender opening room.
The Director General of the National Highway Authority for Roads and Bridges, Chairman of the Ministerial Technical Committee of Resolution No. (6) of Year 2025, is not bound to accept the lowest or any other bid
